Sarita serves as the project officer for the Lake Champlain Basin Program and supervises grants and funding for initiatives across Vermont, New York, and the province of Quebec. She also oversees NEIWPCC’s efforts in the Hudson River and its estuary. Sarita joined NEIWPCC in January of 2023, and holds a bachelor’s in chemical engineering from the University of Rochester, and has completed graduate coursework in environmental management and biotechnology from Bentley University and Worcester Polytechnic Institute. Emily serves as the project manager for the Hudson River Estuary Program (HREP) and the Hudson River National Estuarine Research Reserve (HR NERR), and supervises NEIWPCC staff located in New York. Emily also serves as the assistant manager of NEIWPCC’s Quality Assurance Program, overseeing all aspects of quality assurance and management activities, including QA training and coordinating QA-related activities with EPA and other state and federal agencies on behalf of NEIWPCC. Emily joined NEIWPCC’s Water Resource Protection Division in June of 2022, and holds a master’s in natural resources from the University of New Hampshire, with a graduate certificate in geospatial science. A NEIWPCC employee since 2000, Ann-Marie works with the Reserve manager on administrative oversight of grants, contracts, MOUs, state funding sources, contractual and seasonal personnel, internal controls, NYS competitive procurement processes, site stewardship program interagency agreements, and external relations with management partners. She helps manage the Reserve budget and assists staff with accounting and fiscal tracking of program budgets. Ann-Marie holds an master’s in environmental studies from Bard College.

Emma assists NYSDEC with the Estuary Grants program including contract initiation, general grant administration, and close out processes for contracts including the management and maintenance of grant files and grant data spreadsheets.  In addition, Emma prepares and tracks communication with Estuary Program grantees to assure that all paperwork is completed on time. She also provides volunteer coordination support by entering volunteer-collected data and updating and developing GIS maps of volunteer survey locations. Emma joined NEIWPCC in May 2019. She holds a bachelor’s in environmental geography from SUNY New Paltz.

Brittney coordinates the Hudson River Environmental Conditions Observing System (HRECOS) and is the principal point of contact for the program. She manages four hydro-meteorological stations in the capital region and works with the Hudson River Estuary Program team on various watershed projects. Brittney joined NEIWPCC in October 2023, and earned a B.A. in environmental science from Franklin & Marshall College.

Rebecca identifies opportunities to insert Hudson River learning activities into existing units of study in Hudson Valley classrooms. She assists in developing lesson plans and activities that exploit these opportunities, linking them to learning standards and suggested syllabi from the NYS Education Department. Rebecca joined NEIWPCC in 2003. She holds a bachelor’s in environmental and forest biology from SUNY’s College of Environmental Science and Forestry.

Jim works with local, state and federal natural resource and transportation agencies to inform and encourage the implementation of roadway projects that mitigate impacts to aquatic resources and localized flood risks. He uses data from road stream crossing (RSX) assessments and management plans to proactively assist with the implementation and construction of RSX replacements. He identifies local priorities, advances dam removals, and tracks project metrics. Jim joined NEIWPCC in December of 2023, and earned his MPS in wetland ecosystems from SUNY Environmental Science and Forestry.

Dan evaluates the technical, environmental, and economic feasibility of habitat restoration projects on the Hudson River. He is responsible for implementing, facilitating, and administering key aspects of the projects, including development of information bases on restoration sites, provision of technical and logistical assistance with research and monitoring, review of feasibility reports, and facilitation of public participation. A member of NEIWPCC’s staff since 2000, Dan holds an master’s in biology from Florida Atlantic University.

As an Environmental Analyst with the Hudson River Estuary Program (HREP), Anna supports regional, watershed, and municipal partners to protect and restore source watersheds, with an emphasis on integrating environmental justice considerations into community planning efforts. She provides technical assistance to communities wanting to protect drinking water supplies in the Hudson River and its watershed in the Hudson Valley. She strives to bring the expertise of HREP to local source watershed planning, such as land protection, riparian restoration, stream/road crossing assessments, and water quality monitoring. Anna joined NEIWPCC in June of 2022 and holds master’s and bachelor’s degrees in environmental studies from Ohio University and SUNY Purchase.

Susan assists with the management of the estuary grants program. She prepares the grant application and instruction booklet for each grant round, publicizes grant opportunities, coordinates the application review process, prepares contractual documents, and maintains tracking systems for fiscal management and grant completion. Susan joined NEIWPCC in 2015 after working with grants and contracts for Rensselaer Polytechnic Institute and the Research Foundation of SUNY. She assists the program coordinator with coordinating personnel management policies for all contract employees that work for the HREP (NEIWPCC, Cornell Water Resources Institute, and Cornell Department of Natural Resources.) Becky also assists the coordinator of the HREP with project management. Becky joined NEIWPCC in 2002. She holds a bachelor’s in management from the Rensselaer Polytechnic Institute.

She also assists in the operation of a NOAA National Water Level Observation Network tide station. Christina operates and maintains instruments for both meteorological and water quality monitoring. A NEIWPCC employee since 2009, Eric assumed the position of Program Manager of the Lake Champlain Basin Program, based in Grand Isle, Vermont. At the LCBP, Eric oversees the staff’s activities and serves as primary liaison to the LCBP Steering Committee. He provides overall program coordination, budget oversight, administration, and short and long term planning for the LCBP and the Champlain Valley National Heritage Partnership. As the Program Director, Eric will promote a holistic approach to restoration and protection of the Lake Champlain watershed, recognizing its environmental, economic, and social significance. Eric holds a Ph.D. in Natural Resources from the University of Vermont.

Kelsey coordinates and implements activities associated with the Lake Champlain Long-term Water Quality and Biological Monitoring Project (LTMP) within Lake Champlain and its tributaries. Kelsey collects chemical and biological samples, helps to maintain the LTMP database and various equipment, and assists with data analysis and project reporting. She also implements zebra mussel veliger sample collection in Lake Champlain and selected Vermont Lakes, and collaborates with internal and external partners on various field activities. Kelsey joined NEIWPCC in November 2022 and earned her B.S. in environmental science from the University of Vermont.

She coordinates and facilitates regular meetings and performs support activities to reach CAC goals; she drives collaboration and serves as a liaison between the state CACs, LCBP, State-level Departments and Agencies, the Quebec CAC, and with stakeholder groups; and works with LCBP outreach staff to develop outreach materials to promote work of CACs to stakeholder groups. Katie joined NEIWPCC in February of 2021. She holds a M.S. in Marine Resource Management from Oregon State University.

Corrie leads AOP restoration work at LCBP and coordinates with a broad array of stakeholders and watershed partners to further the goal of improved habitat connectivity and water quality throughout the Lake Champlain Basin. She works to improve native species habitat and water quality by coordinating AOP restoration grant programs and developing high-priority AOP restoration projects. She also conducts outreach and education related to her AOP restoration work. Corrie joined NEIWPCC in October of 2022 and holds a Masters in botany from the University of Vermont.

Her work has included the development of a Lake Champlain Basin Aquatic Nuisance Species Rapid Response Action Plan, implementation of the Lake Champlain Basin Aquatic Nuisance Species Management Plan, supervision of the Lake Champlain Boat Launch Steward Program, and working with local and regional partners on AIS education and outreach campaigns. Matthew joined NEIWPCC and the LCBP in November of 2016. He is the primary staff support for the Technical Advisory Committee (TAC) and serves as the liaison with technical staff working on basin issues in agencies at the local, state, and federal level. Matthew develops technical analyses and reports for the LCBP Steering Committee and the TAC and coordinates, oversees, and provides expert input for the technical review of proposed implementation projects. Matthew earned his Ph.D. in natural resources and watershed science from the University of Vermont.

Warren serves as a State Pollutant Discharge Elimination System (SPDES) Permit Writer. Applying knowledge of the Clean Water Act and his prior experience as a WWTP operator, Warren works on municipal and industrial wastewater discharge SPDES permit renewals/reviews within Source Water Protection areas to ensure SPDES permits are up-to-date and include effluent limitations necessary to protect public water supplies. In addition, he establishes relationships and communicates with federal, state, and local government agencies, engineering firms, various non-governmental groups, and the public on permit issues. Warren joined NEIWPCC in October 2022 and earned his B.S. in environmental geosciences from the University at Buffalo.

Based in Rochester serving New York State’s Western region, Ryan provides technical assistance to municipalities and helps develop community-specific source water protection plans through New York State’s Drinking Water Source Protection Program (DWSP2). In addition, he establishes relationships and communicates with federal, state, and local government agencies, engineering firms, various non-governmental groups, and the public on permit issues. Christopher joined NEIWPCC in June 2023 and earned his B.S. in Biology from Castleton University.

Giancarlo works to support the lake monitoring programs run by the Lake Monitoring and Assessment Section (LMAS) of the NYSDEC Division of Water, specifically the Lake Classification and Inventory (LCI) survey, the New York Citizens Statewide Lake Assessment Program (CSLAP), and the New York Harmful Algal Bloom (HAB) program. His work includes preparation for and performing lake sampling activities, recording and monitoring field sampling and laboratory data, and performing data analysis and preparing reports. Giancarlo joined NEIWPCC in January of 2023. He holds an M.S. in wildlife, fisheries & aquaculture from Mississippi State University.

She coordinates directly with regional staff based in NYSDOH Regional Offices charged with developing DWSP2 plans. Stephanie also coordinates education and outreach for the program and engages stakeholders at various levels. Stephanie joined NEIWPCC in December 2019. She holds a B.S. in zoology from SUNY Oswego and an Advanced Graduate Certificate in Communicating Science from Stony Brook University.

Michael works to implement various source water and drinking water assessment, protection, sampling and treatment programs with NYSDOH. His work includes supporting public water systems and local municipalities in developing local Source Water Protection Plans and updating existing Source Water Assessments. He coordinates directly with staff based in NYSDOH Regional Offices and provides technical assistance to water suppliers, regional environmental health staff, and local health department staff on source water protection strategy implementation and water sample collection and analytical testing for physical, biological, radiological and chemical contaminants. Michael joined NEIWPCC in November 2021, and holds a M.S. in geosciences specializing in hydrogeochemistry from Pennsylvania State University.

Makenzie assists with water quality monitoring and assessment of New York State streams and rivers in the Monitoring and Assessment Section (MAS) at NYSDEC, coordinates with the Drinking Water Source Protection Program (DWSP2) to help ensure source water priority waterbodies are targeted, and assists in the coordination of NYSDEC citizen science programs. In addition, Makenzie supports biological monitoring of streams and rivers, collection of field observation and water chemistry data, laboratory sample processing, database development, database maintenance, data analysis, and reporting. Makenzie joined NEIWPCC in October of 2023, and holds a B.S. in conservation biology from SUNY College of Environmental Science and Forestry.

Erik began his NEIWPCC career in 2004 working with NYSDEC on database management, web content coordination, and GIS work. In his new role, Erik is working in the Water Resource Protection Division within the NYSDEC – Division of Water, Bureau of Water Permits serving as a State Pollutant Discharge Elimination System (SPDES) Permit writer. Erik began his new position in August 2018 working within Source Water Protection areas to ensure SPDES permits are up-to-date and include effluent limitations necessary to protect public water supplies and oversees progress in permit development to ensure annual goals are achieved. Erik holds an M.B.A. from the Rensselaer Polytechnic Institute.
