Providing accessible education and expert assistance for small, rural, and tribal wastewater systems.

NEIWPCC provides training and technical assistance for rural, small, and tribal wastewater treatment facilities to achieve and maintain regulatory compliance and, consequently, help improve water quality. By producing online training and providing direct technical assistance, NEIWPCC equips utilities with technical, financial, and managerial skills to sustainably operate, maintain, and manage their wastewater infrastructure.

Technical Assistance

NEIWPCC focuses on communities that have challenges with collection systems. Our experts work directly with beneficiaries to identify and prioritize solutions, including funding strategies. As a first step, NEIWPCC staff guide participating systems through the EPA’s easy-to-use Capacity, Management, Operations, and Maintenance (CMOM) self-assessment. Assistance is tailored based on the outcomes of the assessment and beneficiary input.

Assistance is available for communities that run their own treatment facilities, as well as those that act as satellite systems, sending their wastewater to a neighboring plant. Assistance can include planning for collection system repair and maintenance; identification and planning for funding capital projects; and help updating records.

Self-Paced Training

NEIWPCC is producing six comprehensive self-paced online training courses that will be accessible nationwide to anyone with an internet connection, providing small, rural, and tribal systems with improved access to much-needed education and training resources. Course topics include:

  • Basic municipal wastewater treatment
  • CMOM programs
  • Budgets, rates and funding
  • Regulations, permits and reporting
  • Wastewater process troubleshooting and optimization
  • Emergency planning and resiliency

As these courses are completed, they will be made available to all technical assistance beneficiaries and more broadly available through NEIWPCC’s training portal.
