Samantha began her NEIWPCC career as the Meeting and Events Planner in November 2016. As the Business Operations Manager, Samantha coordinates and plans NEIWPCC conferences and Commission meetings, maintains office and information technology operations and equipment, and supervises administrative support and events staff. In addition, she provides executive support to the Executive Director. Samantha holds a B.S. in Business Administration from Salem State University. full bio

Susan Bailey, Training Secretary

A NEIWPCC employee since 2000, Sue provides administrative support to the Lowell staff in general and specifically the program staff of the Wastewater and Onsite Systems Division and Communications and Outreach. In this capacity, she develops training materials, updates the NEIWPCC training calendar, and maintains our database of training participants and supports training and certification efforts. Other responsibilities include assistance with workgroup meetings, reimbursements, and database reconciliation.


Vivian Frausto
Information Officer
Events and Operations Coordinator
As the Events and Operations Coordinator, Vivian provides logistic support to the planning and execution of meetings, conferences, trade shows and events, and financial invoice and database reconciliation. She conducts research and site selection, negotiates vendor and hotel contracts, and is responsible for all aspects of onsite management. Vivian also assists the Business Operations Manager with operational tasks including IT assistance, administrative support, and office resource management. Vivian joined NEIWPCC in August 2019 and holds a BA in International Affairs from Northeastern University. 

Alexandra Morneau
Administrative Assistant
Alexandra provides administrative support to the Lowell staff. She supports both programmatic and business divisions, maintains equipment, and helps update the NEIWPCC website. Alex also supports the Human Resources and Water Resource Protection divisions, as well as the Executive Committee and Commission, the National Tanks Conference, and the State Revolving Fund (SRF). Alex holds an Associate’s degree from the Florida State College of Jacksonville.

Jenn, who joined NEIWPCC in 2011, provides administrative support to the Lowell staff in general and specifically the Water Quality Division and the Finance Division. She is also actively involved in ordering and maintaining office supplies and equipment. Jenn is a graduate of North Middlesex Regional High School in Townsend, Mass.
