Assistant Environmental Analyst – Environmental Licensing Administrator
Full-Time in Augusta, ME
Help to protect drinking water in Maine! Seeking an Assistant Environmental Analyst to support the Subsurface Wastewater Unit’s licensing and permitting efforts, and provide collaborative assistance for Maine’s Drinking Water Program.
What You’ll Do:
- Support the Subsurface Wastewater Unit’s Cert Tracker database and licensing functions.
- Process permit reconciliations, communicate with and educate town officials on permitting and payment issues.
- Serve as the administrator for the Maine Water Well Commission by coordinating monthly meetings, meeting logistics and attendee travel, as well as compiling meeting agendas and meeting minutes.
- Assist with variance requests and examinations for the Maine State Site Evaluator program.

Environmental Analyst – Underground Storage Tanks and Technical Assistance Specialist
Full-Time in Lowell, MA
Seeking a full-time Environmental Analyst to support our underground storage tanks (UST) program and serve as a Technical Assistance Specialist for our Wastewater & Onsite Programs Division.
In this role, you will:
- Coordinate, prepare, and deliver courses pertinent to USTs, site remediation, and cleanup funding.
- Develop self-paced courses, training videos, in-person events, and other educational projects that support the work of states, Tribes, and federal agencies across the country.
- Coordinate and provide technical assistance for wastewater utilities. Coordinate internal team meetings, supervise part-time Technical Assistance Providers, and track assistance activities and spending on travel and supplies.
Our ideal candidate will have:
- A NEIWPCC Member State (ME, VT, RI, MA, CT, NY or NH) Wastewater Operator’s Certification (Class I or higher) or be capable of earning that certification within the first eighteen months of employment.
- Experience with UST operations, leaking UST cleanup, funding and policy, as well as in municipal wastewater treatment plant operations and maintenance, with particular emphasis on process control, unit operations, maintenance and safety procedures.
- Previous experience providing training and developing training materials.
Logistics
This is a full-time, in-office position based in Lowell, MA. Duties will be performed largely in an office setting with a need for travel, for which a valid driver’s license and private means of transportation are required. Evening work may be required. Position may require occasional site visits to industrial facility settings and roadside locations, requiring the use of protective wear and adherence to safety policy. Assistant Environmental Analyst – Hudson River Stewardship Assistant
Full-Time in Staatsburg, NY
Join the Hudson River National Estuarine Research Reserve (HRNERR), one of 30 reserves established in the US to promote informed management of the Nation’s estuaries and coastal habitats. NEIWPCC is seeking a stewardship assistant to join our collaborative team and assist with assessing, protecting, managing, and restoring Hudson River Estuary habitats, including shorelines, tidal wetlands, and submerged aquatic vegetation beds.
What you will do:
- Implement, monitor, and adaptatively manage habitat restoration and enhancement projects.
- Monitor and manage invasive species and support water quality, sediment, vegetation, fish, and wildlife monitoring in tidal wetland, shoreline, and shallow water habitats.
- Assess and map reserve habitats and natural resources.
- Enter and analyze data, prepare summary reports, and develop reserve website content and updates.
- Coordinate volunteer outreach and events.
- Collect seeds, propagate native plants, and manage greenhouse plants and nursery fields.
- Clean, maintain, and repair field equipment.
Preferred Qualifications:
- A bachelor’s degree in environmental science, ecology, biology, botany, natural resources management, or a related field with one year of related experience.
- Interest in responsible management of upland and coastal resources.
- Innovative critical thinking skills, ability to problem solve and propose ideas to streamline processes.

Environmental Analyst – Permit Writer
Full-Time in Albany, NY
NEIWPCC is seeking a full-time Environmental Analyst to serve as a Permit Writer. The goal of this position is to protect human and environmental health by developing permits that control the discharge of pollutants to surface water and groundwater. Permit writing is complex and involves analysis and sound judgement, and this is a great opportunity to learn about environmental compliance while helping to protect water throughout the state.
What You’ll Do
As a NEIWPCC Environmental Analyst, you will become an essential member of the Drinking Water Source Protection Program (DWSP2). You will:
- Work with permittees, their representatives, engineers and various members of the public on municipal and industrial wastewater State Pollutant Discharge Elimination System (SPDES) permits within Source Water Protection areas to ensure permits are up to date and address new and evolving challenges to protecting public water supplies.
- Assist with permit development and renewals, review engineering reports, and conduct water quality and effluent evaluations at wastewater treatment facilities using statistical analysis and modeling tools.
- Assist with internal DWSP2 coordination to ensure the permitting and other processes include source water protection components.
Preferred Qualifications
The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have:
- A degree in environmental sciences, natural sciences, engineering, engineering technology, or related field, and three years of related experience.
- Knowledge of and experience with the Clean Water Act, the SPDES permit program, water quality, and watershed management, or a willingness and commitment to learn.
- Experience collaborating with a broad range of stakeholders.
- Excellent computer skills, including word processing, spreadsheets, geographic information systems, and the ability to perform basic statistical analysis is valued.
Candidates with alternative qualifications or who have taken a less traditional career path may be considered if an aptitude for success and a strong willingness to learn is clearly apparent.

Environmental Analyst – Long Island Sound Regional Coordinator
Full-Time in Albany, NY
NEIWPCC is seeking a full-time Environmental Analyst to serve as a regional coordinator for the Long Island Sound Partnership (LIS Partnership), assisting with the planning and implementation of activities and projects to restore and protect the water quality of the Long Island Sound.
What You’ll Do
As a NEIWPCC Environmental Analyst, you will:
- Serve as a co-chair to the Clean Waters and Healthy Watersheds Work Group by tracking project effectiveness, identifying and addressing implementation gaps, and assisting in work group administration and facilitation.
- Work alongside internal and external partners and act in a coordinator capacity for addressing water quality issues related to pathogens, toxic contaminants and marine debris.
- Assist with the implementation of the LIS Partnership Comprehensive Conservation and Management Plan (CCMP), specifically regarding the Clean Water and Healthy Watersheds objectives.
- Manage federal and state contracts, including workplan and budget development, reviewing reports, tracking metrics, and coordinating with federal and state partners.
What You’ll Bring
The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have:
- A bachelor’s degree in environmental sciences, natural science, earth science, biology, chemistry, or related field with three years of related experience.

Environmental Analyst – Lead Testing in Schools
Full-time in Providence, RI
NEIWPCC is seeking an Environmental Analyst to support the implementation of the Water Infrastructure Improvements for the Nation (WIIN) Act in Rhode Island, which assists local and tribal educational agencies with voluntary testing for lead contamination in drinking water at schools and child care facilities.
What You’ll Do
- Manage and oversee the day-to-day objectives of the Lead Testing in School and Child Care Program.
- Develop, produce, and implement policies and guidance for Rhode Island’s WIIN Act grant activities.
- Develop needed contracts to fulfill the objectives of the grant, manage contract deliverables and respond to inquiries from grant partners.
- Develop a sampling protocol with grant partners, develop communication plans in accordance with policies, track outputs and determine effectiveness of training, outreach and communication tools.
