With a phased-in implementation approach, operator training requirements are the last portion that states must address as states are required to have enforcement authority for programs in place as of August 1, 2009. NEIWPCC and the UST/LUST workgroup have been involved with the operator training portion of the Energy Policy Act provisions since 2006, working with our member states and industry to address needs, requirements, and the challenges of implementation.

In response to federal mandates requiring increased use of renewable fuel sources UST regulators, manufacturers, and operators are considering the potential effects of this transition on existing petroleum retail infrastructure. The introduction of higher ethanol fuel blends such as E15 and E85 will require extensive study and testing to determine their compatibility with UST materials and equipment used across the country. It will be necessary to determine compatibility with current systems as well as with emerging products and upgrades.
